Subject: About criminal activity NIAC director Mr. R. Cassanova.

Dear M. Griffin:

The Science Committee the Auditing “Science” (AS, GOTO: http://auditing-science.narod.ru or http://www.geocities.com/auditing.science), a member of the organization “Citizens Against Government Waste” (GOTO: http://www.cagw.org ) wishes to look your attention in

criminal activity in the NASA Institute for Advanced Concepts (NIAC), and its Director, Mr. Robert Cassanova.

Mr. Cassanova invented a new and efficient method for the “theft” of taxpayer monies. If the real, and deceased, Mr. Nobel gave monetary prizes to make known to the world the innovative scientific works, Mr. Cassanova advance gives millions in tax collector gathered funds to his friends, protégés, and other useful persons! One third to NIAC—Mr. Cassanova (for his selections) and two thirds to his awarded proteges.

For eight years “awarding” NIAC spent tens of millions of dollars but simply does not produce scientific works! Ninety percent of NIAC’s reports are pseudo-scientific, containing idle talk, colorful drawings children might appreciate, previously well known facts, and very remarkable mistakes—see detail consideration (examination) of some of the NIAC “scientific” works (http://auditing-science.narod.ru/p1.htm or http://www.geocities.com/auditing.science/p1.htm , see also http://NASA-NIAC.narod.ru).

For example, Mr. Robert Cassanova awarded four times—some!!!—millions of dollars to the following persons: Howe S., Colozza A., Nock K., Cash W., Dubowsky S. He also awarded three or four times millions of taxpayer contributions to these persons: Hoffman R. Maise G., McCarmack E., Rice E., Slough J. Kammash N., Winglee R., Newman D. The many NIAC "science" works are shame for NASA. For example, the "science" work "Antimatter Sail and Storage" by S. Howe contains only well-known Einstein's equation E=mc² from schoolboy textbook. The schoolboys wrote us, "That work is weak schoolboy's review of Internet". Mr. Cassanova paid 15 thousands of dollars plus 7 thousands of dollars for himself (taxpayer money!) for every page this empty work having important scientific mistakes.

Ms. Newman was early in NIAC Science Council and covered Cassanova criminal activity. Now he awarded her two millions of dollars.

Science Committee of CAGW awarded NIAC and Mr. Cassanova the "Pseudo-Nobel Prize" for pseudo-scientific works in 2006.

Scientific Auditing demands that funding of NIAC cease immediately, that an investigation is commenced with Mr. Robert Cassanova as its focus, that efforts are made to return the “stolen” money to America’s taxpayers by the proper agencies, and that the creation of an independent Committee for Scientific Awards the will award funds only to ready truly scientific works after a public, open competition.

The world press many times reports about criminal activity of Mr. Robert Cassanova, about the non-normal situation at NIAC (GOTO: http://www.geocities.com/auditing.science/p3.htm), but NASA’s Administrator, Mr. M. Griffin and the President of USRA, Mr. Black—who reportedly receives money from Mr. Cassanova—do not trouble themselves about wasted taxpayer money.
